| 103 | Types Of Races |
| 103.1 | There are long and medium distances races of either classic or free technique depending on the type of event the club is hosting. During the season there are 3-4 events that earn points on the Saskatchewan Points List. See section 300 Results. |
| 103.2 | There are sprint races where the skier can choose which style of skiing they will use. The distances are short, at times they may be loops in the stadium area of the facility. During the season there are 3-4 events that earn points on the Saskatchewan Points List. See section 300 Results. |

| 104 | Race Notices |
| 104.1 | The host club is responsible for sending a race notice to every person on the official CCS mailing list a minimum of three weeks prior to the event (sample race notice in Appendix A) and to each registered club. |
| 104.2 | CCS will send an official mailing list or labels to each host club at least three weeks prior to the event including licensed racers, coaches, and clubs. |
| 104.3 | CCS is only responsible for including on the mailing list persons who have purchased a racing license at least one month prior to the event. |

| 105 | Racing Licenses |
| 105.1 | A Divisional racing license is required for entry to Sask Cup events. |
| 105.2 | Divisional or CCC racing licenses should be purchased well in advance to insure processing. On urgent occasions a license may be purchased from the Race Secretary the evening before the race event. |
| 105.3 | - CCC racing licenses grant eligibility in CCC sanctioned races in Canada.
- A CCC racing license does not grant eligibility in Sask Cup Races.
- CCC racing license applications are available from CCC and CCS.

| 106 | Citizen Races |
| 106.1 | A racing license is not required for entry to a citizen race which is held in conjunction with a Sask Cup Race. |
| 106.2 | A waiver must be completed by a participant for entry into any race event, including a citizen race, which is held in conjunction with a Sask Cup Race. It is the host club's responsibility to insure that citizen race entrants complete a CCC approved waiver. |

| 107 | Race Fees |
| 107.1 | The minimum fees a club may charge for a sanctioned zone race event are: $6.00 per race for Junior Men/Women and up; $4.00 per race for Junior Boys/Girls and down. |
| 107.2 | A host club may charge such race fees as it requires to efficiently run a zone or Sask Cup Race and may charge higher race fees than the minimum set in 106.1 upon approval by the Cross Country President. |
| 107.3 | Citizen Race entrants participating in a citizen race held in conjunction with a Sask Cup Race who do not have CCS membership shall be assessed a $5.00 fee in addition to the entry fee set by the host club for the citizen race. |
| 107.4 | A late registration fee may be assessed late registrants in addition to the regular registration fee. Both fees must be paid at the time of registration. |

| 108 | Bidding |
| 108.1 | Any CCS member club may make a bid to host a zone race. |
| 108.2 | A bid to host a Sask Cup Race can only be made at the AGM and must be approved by the Cross Country Membership before a bid is considered granted. Sask Cup interzone races must be held in the Central Zone. |
| 108.3 | All bids must be made on the official bid form which must be submitted no later than one month before the Cross Country Saskatchewan Annual General Meeting. |
| 108.4 | All bids must be submitted with the annual sanction fee of $100. |

| 109 | Race Dates |
| 109.1 | Race dates are considered fixed once set by the Cross Country Membership at the AGM and the host clubs have returned their bid. |
| 109.2 | Race dates may only be altered if bad weather or snow conditions necessitate a change of date. |
| 109.3 | In the event of a cancellation, it is the responsibility of the Cross Country Executive and the Competition Committee to select a new race date. |

| 110 | Race Venue |
| 110.1 | A race venue must be adhered to, once set by the Cross Country Membership at the AGM and the host clubs have returned their bid. |
| 110.2 | A race venue may only be changed if poor snow or trail conditions make such change necessary. |
| 110.3 | In the event of a change of venue, it is the responsibility of the Cross Country Executive and the Competition Director to select another venue. |
| 110.4 | If a site is in question, a decision regarding changing venue is to be made no later than noon Thursday on the week of the race event and an alternate site sought at that time. |

| 111 | Medical Considerations |
| 111.1 | A Medical Officer should be provided at the Start-Finish area. |
| 111.2 | A stretcher, toboggan and snow machine or other suitable means to pull must be at the race site with people available to operate it. |
| 111.3 | A vehicle with keys which can be used to transport injured persons to a hospital must be located near the Start-Finish area. |
| 111.4 | All major officials must know the whereabouts of the nearest telephone and arrangements must be made to ensure that it can be used. A list of telephone numbers should be posted to it in case of emergency. |
| 111.5 | Each controller should have some means of communicating quickly to the Start-Finish area and Medical Officer. |
| 111.6 | All officials should be aware of what procedures to follow in the event of an injury or emergency. |

| 112 | Sanctioning And Insurance |
| 112.1 | CCS presently obtains 2nd and 3rd party liability insurance coverage for all provincial and club events. |
| 112.2 | A sanctioning fee shall be assessed host clubs to offset the cost of administration, equipment, and promotion incurred by CCS. The amount of the sanctioning fee shall be determined annually at the Cross Country Spring Planning Meeting. |
| 112.3 | The CCC insurance policy stipulates that every participant in an event must complete an approved waiver form. It is the host club's responsibility to ensure that every participant in a Sask Cup Race and in a race event held in conjunction with a Sask Cup Race has completed a CCC approved waiver. |

| 113 | Prizes |
| 113.1 | Prizes are entirely at the discretion of the host club. |
| |
| 114 | Publicity |
| 114.1 | Publicity is the responsibility of the host club and should be ensured well before the meet by giving local media all relevant information. Results, stories and pictures (if available) and a report must be reported each day to all local media. |
| 114.2 | Provincial publicity is the responsibility of CCS. |
| |
| 115 | Ski Patrol |
| 115.1 | It is recommended that the host club attempt to have ski patrollers at the event. |
| |
| 116 | Cross Country Saskatchewan Forms |
| 116.1 | The official CCS forms must be used for entry, protest, and waiver. These will be sent out by the office to the host club at the same time as the race notice mailing list three weeks prior to the event. |

| A) Organization |
| 201 | Race Committee |
| 201.1 | It is the host club's responsibility to appoint a Race Committee with sufficient officials to successfully run a zone or Sask Cup Race Series event. |
| 201.2 | The name of the Chief of Competition shall be named on the bid to host an event. |
| 201.3 | The host club shall be responsible for the certification of the officials working at the event. |
| |
| 202 | Technical Delegate |
| 202.1 | The Technical Delegate (T.D.) for each race will be appointed by the Competition Committee at the time the racing schedule is set up and an alternate will be appointed for each race in case of emergency. |
| 202.2 | Once appointed, it is the host club's responsibility to keep the T.D. constantly informed of race preparations. |
| |
| B) Technical Arrangements |
| 203 | Race Course |
| 203.1 | Race trails must be approved by the Technical Delegate. |
| 203.2 | It is the host club's responsibility to carry out such trail improvements as the Technical Liaison/Delegate may advise/require prior to the event. |
| |
| 204 | Marking The Course |
| 204.1 | All markings must be on the right side of the competitor when skiing the correct direction. |
| 204.2 | Proper marking techniques of a course with practical suggestions is outlined in the CCC trail marking guide sent to the host club by CCS and shall be adhered to. |
| |
| 205 | Dual Starts |
| | In a free technique dual start event, if the start area is wide enough, skating out of the start gate is allowed. If space constraints might cause interference problems then the T.D. or race organizer may designate a no skate zone for a marked distance out from the start gate. |
| |
| 206 | Knowing The Course |
| 206.1 | It is the responsibility of the athlete to know beforehand which trail(s) he/she will be skiing for his/her race. Clubs should make a map available. |
| 206.2 | It is the responsibility of the club coach to ensure that his/her athletes are aware of the courses to be skied. |
| |
| 207 | Training Time |
| 207.1 | The trails designated for racing must be prepared for racing and correctly marked prior to the official training time which starts as of 3:00 PM on the Friday immediately preceding the meet. |
| 207.2 | The host club may close the trails no earlier than 6 PM on the Friday immediately preceding the meet for the duration of that evening only. |
| 207.3 | No portion of the course shall be closed after the official training time starts except for crucial areas such as the Start/Finish area and except as stipulated in 206.2 . |

| C) The Race And The Competitors |
| 208 | Length Of Events |
| 208.1 | The two Sask Cup Interzone selection races shall be one day weekend events except for the Provincial Championships which will be a two day event. Events on the second day shall be freestyle. Starts can be individual, pursuit, dual, or mass as venue permits. |
| 208.2 | If a properly qualified competitor registers in any class then the proper event for that class must be run. |
| 208.3 | Every effort will be made to have race distances increase with each race up to and including maximum distances. |
| 208.4 | Master Women's distances will be the same as the Master Men's up to and including Master Women's maximums. |

| 209 | Sask Race Series Classes |
| | Age groups and categories have been revised by CCS to coincide with the CCC Rule Book which states: |
| | The Competitive year is from January 1st of the "current season" to December 31st. The "current season" in North America is usually November to April. A skier's age group is determined by the age which he or she reaches during the "competitive year" and the age group is used throughout the "current season". |

| 210 | Registration |
| 210.1 | Pre-registration and payment are required for the zone and two Sask Cup Interzone Race Events. The official registration form must be received by the host club's race secretary by 8 PM of the Thursday immediately preceding the event. Registrations CANNOT be taken over the phone or by FAX. |
| 210.2 | Late race registrants will be assessed a late registration fee in excess of the pre-registration fee. Late registration must be received by the race secretary by the published time of the draw and no later. The host club has the final decision regarding late registrations. |
| 210.3 | The registration procedure and deadlines for entry into any citizen race event that is held in conjunction with a zone or Sask Cup Race event is at the discretion of the host club. |
| 210.4 | No entrant in either a zone or Sask Cup Race event or a citizen race event held in conjunction with a Sask Cup Race Series event shall be allowed to race without a correctly completed entry, waiver form, and proof of current club membership. |
| 210.5 | All entrants in a Sask Cup race event must have a CCS racing license. |

| 211 | Cancellation Or Postponement |
| 211.1 | A race shall be postponed or cancelled if the windchill as measured at any location on the course is 1900 watts or above. |
| 211.2 | A race with distances less than or equal to 15km shall be postponed or cancelled when the temperature at the coldest point on the course is below -20 degrees Celsius. A race with distances greater than 15km must be postponed or cancelled when the temperature at the coldest point on the course is below -18 degrees Celsius. |
| 211.3 | Prior to the formation of the race jury, events may only be postponed or cancelled due to course conditions not due to weather predictions. |
| 211.4 | Until the T.D. or representative arrives, the authority to postpone or cancel the race rests with the organizing committee of the race who may only postpone or cancel a race due to course conditions.
From the time of the arrival of the T.D. or his representative until the formation of the race jury, postponement or cancellation authority is in the hands of the T.D. or his representative.
After the formation of the race jury, postponement or cancellation authority shall rest with the jury. |
| 211.5 | If an event is postponed to a different weekend or cancelled, the host club shall notify the SASKI office by noon on the Thursday immediately prior to the meet. Once notified of a cancellation or change of venue the SASKI office must notify the club coaches or contacts immediately.
If the CCS office can not be contacted directly then the race organizer will contact the club coaches. |
| 211.6 | If due to cancellations over the course of the season there develops an uneven number of classic versus free technique races, an attempt shall be made to re-balance the number of races of each technique in the remainder of the season. |

| 212 | Draw |
| 212.1 | The time and place of the draw shall be given in the race notice published by the host club. The time and place given in the race notice shall be considered the "published time of the draw". It is recommended that the draw be no later than 8 PM of the Friday immediately preceding the race event. |
| 212.2 | Only one representative from each club is recognized at the draw. This representative is responsible for making him/herself aware of all persons who are skiing for his/her club in order to ensure that their interests will be looked after during the draw. |

| 213 | Sask Race Series Host Equipment |
| 213.1 | The host club is responsible for loss or negligence causing damage to Sask Cup Race Series host club equipment placed in its charge for a race event. |
| 213.2 |
- Once the racer receives his/her bib, the bib is considered to be the responsibility of the racer. If a bib is not turned in at the end of a race, the racer will be charged a $20.00 replacement fee.
- A racer with an outstanding replacement fee must pay the fee or return the bib to the CCS office by the registration deadline of the next Sask Cup Race event or the racer will not be allowed to register.
- It is the responsibility of the host club to supply the CCS office with a list of competitors who have not returned their bibs and the bib numbers immediately after the race.

| 301.1A | The scoring system used to calculate points for a race in the zone races is a percentage of the winner's time, as follows (the same system will be used in the Sask Cup Races Series and Provincial Championships as described in 301.2 below:

| 301.1B | The Sask Cup Race Series overall standing for each competitor will be based on points earned in the three Sask Cup Interzone Races and the Provincial Championships. A competitor's point total will be calculated based on the following rules: A points list will be published after the Provincial Championships that will include the best four out of five events. If an even number of races is counted, the competitor will count half classic and half free technique races. If an odd number of races count, the competitor will count half from each technique plus his next best race of either technique. The points from all eligible events are totaled and name the 1st, 2nd, and 3rd place skiers in each age category. Skiers who do not complete in a minimum of 50% of events held are not eligible to place 1st, 2nd, or 3rd on the Saskatchewan Points List. |
| 301.2A | Sprint Events earn points for licensed skiers based on placing in the event in the skiers age category. The licensed skier with the least number of points at the end of the season wins the age category. Points are calculated in the following method:

2nd place in age category earns 2 points

| 301.5 | Every licensed competitor at CCS Provincial Championships will earn points towards the Sask Cup Club Trophy. Points earned for the club will be the sum of the individual points earned by all club competitors for the Provincial Championships. |
| 301.6 | Every racer that participates in a Sask Cup Race Series event, an Invitational Race, and the Provincial Championships gets one point per race in the season. At the end of the season the Club Participation Trophy will be awarded to the club with the most participation points. |

| 302.1 | Duplicating equipment should be available on site so that complete list of results can be given to each competitor at the end of each day. |
| 302.2 | A complete legible typewritten list of all results including all competitors, their clubs, and times for that race shall be mailed by the host club to the CCS office within 48 hours following the final race along with a race report. |

| 400 Protests And Disqualifications |
| 401 | Protest Procedure |
| 401.1 | Protests shall be given to the secretary of race at a predesignated and posted area. It is the host club's responsibility to designate and post a protest area. |
| 401.2 | The unofficial result list shall be posted as soon after the end of each race class as possible and the time of posting recorded. A protest must be received within one hour after this time to be considered by the jury. Protests received after one hour after posting will not be considered. |
| 401.3 | Protests must be submitted on the official CCS protest form. |

| 402 | Disqualification |
| 402.1 | A competitor shall be disqualified for noncompliance with any of the CCS and/or Cross Country Canada rules and regulations. |
